What are the key elements of an effective leader?

Raising standards of pupil achievement in schools requires many complex functions to be performed. Arguably the key function is one of effective leadership. Much international research has been done into the effects of different models of leadership but it would be interesting to hear of examples of key leadership actions which they see as contributing to the consistent improvement of pupils’ achievements in schools. What do you believe are the absolutely key elements of an effective leader?
